follow  below steps

step 1:Go to blogger dashboard
step 2 : click on template and click on edit html
goto  */header - wrapper
                          {
                            width : --px;
set width and click on save template.

step 3:  You have to choose image with size as shown in width in template.

step 4:  Then go to blogger layout  and click on edit corresponding to
header

step 5 : click on browse button and add image from your computer or from
web , and then click on save

You can also add image to your blogger header by editing header css code
in your blog template code.This is good method to add background to
blogger header compared to above basic method.

step 3 : Click on edit HTML

step 4 : Search .header-outer {


Add below tag before closing tag of above line.
